Dear Henderson,

I enclose a copy of the draft telegram to

Hong Kong which I discussed with you on the 'phone this

morning.

We propose to submit this to higher authority

here, and perhaps you could let us know whether you have

any amendments to suggest. As you know, our Secretary of

State is seeing the Archbishop of Canterbury at 6 o'clock

this evening, and it will be of great assistance if you

could possibly let us have your first reactions to the

proposal before then.
